We have been advising and representing clients, both contracting authorities and bidders, with respect to all legal issues related to public tenders at an advisory and contentious level. Our work includes advising on the launching of public tenders by awarding authorities, preparing public tender notices, advising on the compilation and submission of bids, monitoring the public tender process, representing clients in proceedings before the awarding authorities and the Courts (interim measures and ordinary proceedings).
Having acted as legal advisor of the awarding authority in a large number of public tenders, we have acquired valuable insight and we have extensive experience, among others, in:
- preparing and reviewing tender notices
- monitoring and providing legal advice on all aspects of the tender process and final award
- handling objections and appeals before the awarding authority or before the competent Courts
- drafting and negotiating public contracts and providing legal advice on the implementation thereof.
The firm has significant expertise in the field of privatizations, which goes back to the first privatisation plan of the Greek National Telecommunications Company in the early 90s. We have provided legal advice and support both to the Greek State/state entities as well as to potential investors. Among others, we have advised the Greek State in the privatization of Emporiki Bank. In 2012 Eleni Papaconstantinou was independent member of the expert committee of the Hellenic Republic Asset Development Fund (TAIPED).
